Antonio Villaraigosa promised to fix L.A.'s transportation system -- now he says he won't be able to fix the system during his eight years (make that 4 years), but says that he will lay out the groundwork for his successors. You know, I can't remember Villaraigosa mentioning anything about the ground work in debates -- he said he would fix it. Beautiful setup. He has virtually protected himself with a built-in excuse -- when his successor fails, he won't take any of the blame.
